I read that most of ICANN's budget has gone to a law firm, rather than
used in some productive manner.
It's also interesting to note that the plaintiff of a domain dispute
case gets to choose the arbitrator, and the arbitrator gets paid for
his/her service. Therefore, plaintiffs (usually large companies going
after something like veronica.org) tend to pick those arbitrators who
rule in favor of the copyright/trademarks of established large
companies. And it's therefore in the arbitrator's best monetary interest
to rule in favor of the plaintiff so that future plaintiffs will also
choose that person for arbitration and the arbitrator gets even more
money.
It's all crazy.
