Mash 5.1.2 deja vu

Somewhat embarassingly, I've had to redo the Mash 5.1.2 packages.

First, I forgot to remove the use of the debugging version of the
Microsoft Visual C++ runtime library.  Thanks to Paul for noticing this.

Second, Paul submitted a change to disable the h263 option in vic since
we don't ship with a h263 codec yet.

If you downloaded off the website, please fetch the corrected versions
now on the website.
