New mash vic

Hi, 

I've made some changes to the vic we ship with mash. 
Now you can choose the norm of your capturing camera 
(NTSC, PAL, and the "System Essentially Contrary to 
the American Method" :). 

It works fine in elmer (I've got a BT848-based board), 
and I have added the changes to the repository. If you 
want to try it and let me know how it works, you have 
to update the following four files: 

mash-1/video/video-v4l.cc
mash-1/net/pktbuf.h
mash-1/tcl/video/pipeline.tcl
mash-1/tcl/vic/ui-ctrlmenu.tcl
