version change

I've bumped the version to 5.1.1.

If you bump the version number in the future, please do a cvs rtag on
mash-1 so we'll be able to retrieve old versions more easily.

Also, it would be good if everyone started entering comments into the
CHANGES.html file again.  I don't think we need to put in as much
detail as they did in the past--just some brief comments saying in
general what you did would be fine.
