Temporarily commenting out the ViewCVS loginfo handler for communication
with PostgreSQL on dogbert, because something is wrong on dogbert.

Remember to re-enable the handler when the problem is fixed, and to run
gumby:/usr/local/viewcvs-dev/cvsdbadmin update /usr/mash/src/repository
(there cannot be a trailing slash after repository) to include any changes
to CVS which have been missed while the handler is turned off.
