  added destroy instproc that calls BroadcastSpecification::cleanUp

migs.desc.tcl
  added cleanUp proc that is called on exit from the BD
  added "padding" frame to separate the rule checkbuttons and the start/end
    buttons; this prevents accidentally hitting "end" instead of one of
    the checkbuttons
