Log Message:
Changed TOOLS32 path to match standard Visual C++
installation.  Changed default to static Tcl/Tk linking.  Enabled
GSM support.  Fixed realclean target.

Disabled PSVP temporarily.  Other miscellaneous linking changes.
This makefile is still a work in progress.  Mash compiles now, but
it doesn't work.
