Mash 5.1.3 is now available, with some small but notable enhancements.

Matt Delco and José María González have added a VideoTest device, which
allows you to transmit from vic even if you don't have a camera or
capture card.  You can transmit a test screen or a PPM image file.

Mash can now be compiled on Windows 95, 98, 2000, and Me.  Compilation
on Windows no longer requires Perl.

And, of course, there were a few bug fixes.
